This was the challenge facing a five-star hotel development in the UAE: achieving full operational readiness by opening day, with no tolerance for material information gaps or system uncertainty.

Why a Traditional Handover Approach Was Not Viable
Under a conventional handover model, the project would typically have experienced:
- Asset information compiled during the final months of construction
- A three-to-six-month post-opening period for FM teams to validate and structure data
- Reactive maintenance while information gaps were resolved
- Elevated risk of system issues caused by incomplete or unverified information
For a luxury hospitality asset, this approach was not acceptable.
The Progressive Handover Strategy
- 12 months before opening:
The OmTrak Asset Information Model (AIM) platform was implemented, and comprehensive Asset Information Requirements (AIR) were defined to align with hotel operational needs. - 9 months before opening:
Contractor portals were activated to support progressive data delivery. The FM contractor was formally engaged to review and validate incoming information. - 6 months before opening:
Weekly validation sessions were established with contractors, the FM team, and WebFM Project Handover Compliance Consultants (PHCC) to identify and close information gaps. - 3 months before opening:
Approximately 85% asset information completeness was achieved. Focus shifted to final validation activities and FM team training on systems and data. - Opening day:
Approximately 95% asset information completeness was achieved, with the FM team fully mobilised and operating with validated asset registers, maintenance schedules, and system documentation.
The Results
