It answers a simple but critical question:<\/p>\n<p><em>What level of information do we actually need to make informed decisions?<\/em><\/p>\n<p>Not what is possible to provide \u2014 but what is genuinely required.<\/p>\n<h4><strong>The LOIN Framework<\/strong><\/h4>\n<p>LOIN operates across multiple dimensions to ensure information is fit for purpose:<\/p>\n<ul>\n<li><strong>Geometrical information<\/strong>: How detailed must the 3D model be? Are exact dimensions required, or are approximate volumes sufficient?<\/li>\n<li><strong>Alphanumerical information<\/strong>: What specifications, properties, and attributes must be captured to support decision-making and operations?<\/li>\n<li><strong>Documentation<\/strong>: What supporting documents are required \u2014 such as <a href=\"https:\/\/www.omtrak.com\/en-ae\/solution\/operations-and-maintenance-manuals\/\" target=\"_blank\" rel=\"noopener\">O&amp;M manuals<\/a>, warranty certificates, or commissioning reports?<\/li>\n<\/ul>\n<p>Each dimension must be defined deliberately, not assumed.<\/p>\n<h4><strong>The Stage-Based Approach<\/strong><\/h4>\n<p>LOIN is not static. It evolves as the project progresses:<\/p>\n<ul>\n<li><strong>Design stage<\/strong>: Sufficient detail to support design decisions and reliable cost estimates.<\/li>\n<li><strong>Construction stage<\/strong>: Sufficient detail to coordinate, build, and commission the works effectively.<\/li>\n<li><strong>Handover \/ operational readiness stage<\/strong>: Sufficient detail to operate, maintain, and manage the asset throughout its lifecycle.<\/li>\n<\/ul>\n<p>Defining LOIN at each stage prevents both under-delivery and unnecessary over-delivery.<\/p>\n<h4><strong>Why This Matters<\/strong><\/h4>\n<p>Without clearly defined Level of Information Need, contractors face two common problems:<\/p>\n<ol>\n<li><strong>Over-delivery<\/strong>: Time and money are spent capturing unnecessary detail that adds cost but no operational value.<\/li>\n<li><strong>Under-delivery<\/strong>: Critical information is missing because requirements were not specific enough.<\/li>\n<\/ol>\n<p>Both outcomes create risk. Over-delivery wastes resources. Under-delivery creates operational gaps that persist long after handover.<\/p>\n<h4><strong>The Middle East Challenge<\/strong><\/h4>\n<p>Across the region, many projects specify vague requirements such as <em>\u201cProvide complete asset information.\u201d<\/em> But complete for what purpose?
