The Australian Defence sector operates under some of the most demanding information management requirements in the country. For major capital works projects, achieving HOTO compliant handover is a direct input into operational readiness and capability delivery.

The Department of Defence enforces its requirements through the Estate Project Handover Takeover (HOTO) Policy. It’s a structured, auditable framework that governs project handover from initial planning through to the end of the defects liability period. All industry partners delivering estate-related projects must work to the HOTO Plan & Checklist and HOTO Data Provision Checklist (DPC), together with a compliant Operations and Maintenance Manual (OMM) that meets Defence’s work health and safety obligations.

The distinction that matters most in HOTO compliance is between submission and verification. A platform that manages document collection is a starting point. What Defence projects require is a process that confirms each piece of information has been checked, by the right person, before it counts as delivered.

The classification structure is set by the client, not the platform. For Defence, that’s GEMS. Elsewhere in Australian government infrastructure, it might be Uniclass or OmniClass — or a fully custom structure. Delivery teams populate against whichever structure applies from the outset, rather than reconciling formats after the fact.

Verification runs separately from that structure. A typical sign-off sequence steps items through trade, contractor, project manager, and asset owner. Any stage can reject an item back for rework, and the specific chain is configured per project. Every approval, rejection, and resubmission is logged with a date and time stamp.

Operational Readiness from Day One

The outcome of a properly managed HOTO process is an asset the Defence estate team can operate with confidence from Day One. Maintenance teams have access to O&M manuals correctly attributed to the assets they cover. Those manuals are checked off by the people accountable for them, and structured in the format GEMS requires.

For a sector where operational readiness is directly linked to capability, this is the baseline the process is designed to protect. The projects that consistently achieve it are those that define their information requirements — including the classification structure — from project inception, not as a compliance exercise at project close.
