THE SITUATION
NSW Police embarked upon a landmark capital works program aimed at modernising, expanding and upgrading its facilities across the entire state. The program spans approximately 797 sites and is contracted over a 10-year / A$1 billion horizon, under an agreement awarded to Downer.
This wide-ranging initiative encompasses new police station builds, refurbishment of existing infrastructure, deployment of technology infrastructure (networks, cyber security systems), and upgrades to training and support facilities. The objective: provide police with fit-for-purpose, sustainable, accessible buildings and systems to support evolving operational demands and community safety into the future.
THE CHALLENGE
Delivering a capital program of this scale is inherently complex – but one of the most critical challenges lies not in the bricks and mortar, but the information handover. Downer’s project teams faced multiple hurdles:
- Multiple contractors, consultants, engineers and suppliers all producing fragmented documentation.
- Tight deadlines and phased handovers across many geographically dispersed sites.
- Inconsistent O&M (operations & maintenance) data, document formats and version control.
- Managing defects during and beyond construction (through the Defects Liability Period) across many projects.
- Ensuring NSW Police receive a fully auditable, accurate, and reliable dossier of asset and operational information.
This “last mile” of information delivery becomes the crucial differentiator between a good build, and a truly operationally ready facility.

During construction and the subsequent defects liability period, all defects are logged into OmTrak – complete with photos, trade categorisation, assignment, status tracking, and closure evidence. This ensures transparency, accountability and traceability for all stakeholders.

More than just defect management, the Site Works Maintenance Scheduling module keeps ongoing maintenance tasks organised and accountable. It connects contractor DLP activities directly to each asset, supporting handover requirements and protecting warranty commitments — so NSW Police can start operations with confidence and a clear maintenance plan from day one.
Through these modules, OmTrak ensures that every site handover is backed by a fully auditable, consistent, and digitally delivered package of information that NSW Police can trust.
